the same keyword used to find that particular blog, it should relate to
the same general topic.

The "page rank" boost you get from a backlink will
depend on the rank of the page where your comment appears, and the number
of other links on that page.
However the Google algorithm doesn't just use a simple page rank value. It is
much more complex than that.
If you target blogs at the top of Google results, then you are already
looking at pages that Google considers important for that keyword, irrespective
of their page rank value.
But while the number comments on that page IS important, if that page is
populated with an excessive number of comment backlinks, than posting to that
page may not be worth your while.

delete junk comments so posting junk comments rarely works now.
So to ensure your comments are approved and are not deleted, make sure

relevant to the site's content or theme.
